This episode is loosely based on chapters 31 and 32 of the manga.
The beginning sequence is completely different. Originally, in the manga, Skuld popped out of the water in the tub in the very beginning of the episode, and accidently splashed Urd with hot water. Then after Skuld feared the wrath of her big sister, she then came out of a hot teacup, and Urd followed, and they saw Keiichi. Then Skuld hugs Belldandy. After telling Urd why she's a sucky big sister, Sleipnir appears and all of these bugs begin to pop about, etc etc etc... then they play a game of Twister (tm) to get rid of all of the bugs. Thus ends chapter 31.
Chapter 32 deals with the goddesses having to leave to Heaven, and failing because of the bugs, so Skuld builds a Bug Zapper... but it doesn't work, because of a stabilized quantum black hole inside of Keiichi. However, the machine that Skuld builds to get rid of the black hole won't work because there's not enough available electricity. Belldandy stops regenerating her physical state (or something scientific like that) for some reason, and Urd (trapped in the television set form trying to get back to Heaven) summons bolts of lightning which make the black hole get-ridder-of-er work in getting rid of the black hole in Keiichi, thus letting the Bug Zapper work.
Basically, this episode changed. A lot.
Belldandy being the cause of the system's problems is new to the anime, and I'm wondering how this, including the rest of the original material presented before, will lead up to the grand scheme Mr. Gohda is building up to... the anime ending will most likely be very different from the manga judging by this.
In the manga, instead of having to go through a difficult process of sending Sleipnir back, they just had to get rid of the bug. In the manga, it is canon that they have to wear glasses in order to visually see the bugs, something which was not included in the OVAs.
Skuld's manipulative nature in trying to get Belldandy back is very... Skuld. Urd's perception in knowing that Skuld's hiding something is also very... Urd. Belldandy's naivete and abiluty to trust her sister so completely is very... Belldandy.
I have to say, though, seeing Urd play golf with the bug and the bomb was funny. In fact, the last half of this episode is more or less completely original material. Keiichi appearing everywhere was not in the manga (he stayed within the temple). However, I'm sure that Belldandy's riding Stringfellow the Broom in this episode...
Keiichi and Skuld working together is new. And Skuld seems more motivated to stay on Earth in the anime than she does in the manga. Also, she didn't receive an Earth Training License until much later in the manga... until the Miss Keiichi arc.
It seems like the anime will be skipping around a little bit for these next few episodes; the next episode are the Robot Wars, instead of the Lord of Terror Arc. It's possible they're saving that for the season finale.
